¡¡¡¡Gou Lijun, Director of Tianjin Binhai New Area, lately disclosed China's first offshore financial center will be set up in Dongjiang Bonded Port.
¡¡¡¡According to Gou, an offshore financial center or providing offshore financial services is an internationally-acknowledged practice in free trade zones. And since Dongjiang Bonded Port currently is of some similar functions to those of a free trade zone, Tianjin Binhai New Area is planning some attempts in accordance with international conventions. Active preparations are being carried out for conducting offshore financial business and specific programmes are still in the study.
¡¡¡¡Tianjin offshore financial center will probably be adopting a model to separate the external services from the internal ones, whose offshore financial services will be specifically for non-residents. The financial supervision institutions will offer tax concessions for non-resident transactions.
