¡¡¡¡August 11th, the Ministry of Commerce has finished revising the 17th edition of "Implementing Regulations of the International Freight Forwarding Management (Draft)" (hereinafter referred to as the "draft") and has released it for inviting the public views.
¡¡¡¡It is learned that the focus of public proposals towards amending the "draft" are in two ways. First of all, it is how to clearly define the practice of freight forwarding companies issuing bills of lading for international multi-modal transport, so as to provide a legal basis for precisely defining powers and responsibilities between international freight forwarding and non-vessel carrier business. Secondly, as is stipulated in Article 33 of the ¡°draft¡±, when an international multi-modal transport bill of lading is issued by the freight forwarding companies, liability insurance of this bill of lading must be covered. And Article 34 has clearly defined that when processing the bill of lading registration procedures in the international multi-modal transport, there must be accompanied an effective bill of lading liability insurance contracts as well as registration numbers on the bills of lading. For such a compulsory insurance, the whole industry is crammed with varied opinions.
